When a buyer or a quality specialist evaluates a new supplier of food raw material, the commercial offer almost always contains the line «certified to FSSC 22000». The acronym looks reassuring, but on its own it says little about what exactly has been verified and what can be relied on at goods-in. This article explains what stands behind an FSSC 22000 certificate and the HACCP methodology, how a certified management system differs from the test result of a single batch, and how to read a supplier's documents instead of trusting the acronym alone.
What FSSC 22000 is
FSSC 22000 (Food Safety System Certification) is a food-safety management system certification scheme recognized by GFSI (the Global Food Safety Initiative). GFSI recognition means the scheme has been benchmarked against common requirements for such systems and is accepted by major international buyers as equivalent to a number of other recognized schemes. That relieves the buyer of part of the work of auditing a supplier from scratch.
The scheme is built from three components. The first is ISO 22000, the international standard for a food-safety management system. The second is the sector-specific prerequisite programs (PRPs), defined by the ISO/TS 22002 series of technical specifications for a particular type of production. The third is the additional requirements of the FSSC scheme itself. The current edition is version 6.
The key distinction: the system, not the batch
The most important distinction for a buyer is this: FSSC 22000 certifies a management system, not an individual batch of product. The scope of certification covers the entire process — from raw-material intake to dispatch. The certificate confirms that production is run according to described and auditable rules, that the processes are reproducible and under control.
This has a practical consequence. The certificate answers the question of how stable and controlled the production is, but it does not replace data on a specific delivery. The figures for your particular batch are confirmed by the test report that accompanies the shipment. The system certificate and the per-batch report solve different tasks and work together: the first states that the process is set up correctly, the second states what came out at the end this time.

HACCP: seven principles
At the core of ISO 22000, and therefore of FSSC 22000, lies the HACCP methodology (Hazard Analysis and Critical Control Points). It is a systematic, preventive approach: hazards are identified and prevented in advance rather than discovered in the finished product after the fact. HACCP is described by seven principles.
- Hazard analysis — identifying the biological, chemical and physical factors that could affect product safety.
- Determining critical control points (CCPs) — the process steps where control is essential to prevent or eliminate a hazard.
- Setting critical limits — measurable boundaries for each CCP that separate acceptable from unacceptable.
- Monitoring — regular observation and measurement at the critical control points.
- Corrective actions — a predefined procedure for when a parameter moves outside its critical limit.
- Verification — confirming that the system works as intended and remains effective.
- Documentation and record-keeping — traceable evidence of all of the above.
PRPs: the foundation beneath HACCP
HACCP does not work in a vacuum. Beneath it sit the prerequisite programs (PRPs) — the basic conditions of hygiene and order without which the analysis of critical points loses its meaning. They include hygiene and sanitation procedures, pest control, equipment maintenance, personnel requirements, water quality control, cleaning and disinfection programs, and control of incoming materials.
The division of labour here is simple. PRPs maintain the general sanitary baseline of the production and reduce the likelihood of hazards on an ongoing basis; the critical control points address specific, most significant risks where separate, measurable control is needed. Together they form the layered defence that an FSSC audit examines.

What is controlled in hemp-seed processing
On a production line working with hemp seed, the set of controlled hazards has its own specifics. It is defined by the hazard analysis and fixed in the critical control points and PRPs.
- Microbiology of the raw seed — the seed arrives from the field and requires control of microbiological indicators at intake and through processing.
- Foreign matter — separation and control of the mechanical impurities typical of agricultural raw material.
- Allergen cross-contact management — hemp kernel itself contains no gluten, soy or dairy, but when shared lines are used, control of cross-contact is required.
- Oxidation control for the oil — for cold-pressed oil this is a matter of quality stability and product shelf life.
- THC-status control — documentary confirmation and laboratory analysis of the tetrahydrocannabinol content.
Traceability deserves separate attention. The ability to trace a product's path from the field and the seed batch to the finished item is a core FSSC requirement and, at the same time, a working recall tool: if a question arises about a batch, the traceability system makes it possible to locate it and the shipments linked to it quickly.
How a buyer should read these documents together
No single document answers every question on its own. FSSC 22000 answers the question «can the stability of quality be trusted» — that is, whether production is set up so that the result is reproducible. Alongside it, two other types of document should be read, each with its own role.
- EAEU and TR CU declarations of conformity — confirm the legality of placing the product on the market.
- An accredited-laboratory conclusion on THC — closes the safety question regarding tetrahydrocannabinol content.
- A per-batch test report — shows the actual indicators of a specific shipment.
Taken together, these documents describe the supplier as a system: the certificate is about process control, the declarations about legality, the laboratory conclusion about THC safety, the report about the specific batch. To judge a supplier by any one of them in isolation from the others is to see only part of the picture.
The practical takeaway
An FSSC 22000 certificate is not the final checkpoint but evidence that the production has a working food-safety management system, built on HACCP and PRPs and covering the whole path from raw material to dispatch. It confirms reproducibility and control, but it does not remove the need to look at the data for a specific delivery. The fullest picture emerges when the system certificate, the declarations, the laboratory THC conclusion and the per-batch report are read as a single set.
