According to the FGBU Rosselkhoztsentr, in 2025 the area planted to industrial hemp in Russia stood at 13.1 thousand hectares: although this is lower than the 2024 figure (16.5 thousand hectares), it is many times higher than the levels of the early 2000s. Modern Russian hemp cultivation relies on proven domestic varieties. The leader remains the Rodnik variety, accounting for 24.5% of the total planted area (4,038 hectares). Nadezhda holds second place with 17.7% (2,919 hectares), and Seim is third with 11.7% (1,927 hectares). In all, 17 different varieties were used in 2024, reflecting the diversification of production and adaptation to a range of soil and climatic conditions.

In certain regions, especially in the Volga area and Central Russia, subsidies reach 25,000 rubles per hectare of hemp plantings. This financial support allows farmers to cover nearly all cultivation costs and to ensure profitability even when delivering retted stalk (straw) for processing, while the main profit comes from the seeds.
The comprehensive support system covers several areas. The volume of government support for the agro-industrial complex for 2025 has been approved at 529.3 billion rubles, with all existing measures retained, including subsidized lending, subsidized leasing, and subsidies for the purchase of seeds, fertilizers, and fuel.

For comparison: the price of hemp seeds is roughly twice that of sunflower, which — at a yield of 1.2–1.5 tonnes per hectare — delivers profitability of 120–135%. These figures explain farmers' growing interest in the crop, despite high upfront costs and the complexity of the production process.

In Bashkortostan, Russia's first hemp fiber processing plant opened, with a capacity of 1 tonne of raw material per hour, yielding 250–300 kilograms of finished fiber. The plant's output finds use across various industries: the production of insulation, nonwoven materials, geotextiles, and ropes, while the by-products (hurds) are used to make bricks, hempcrete, and arbolite blocks. Whereas previously most farms limited themselves to growing and selling raw material, now an increasing number of companies are investing in primary and deep processing lines. This trend has two important consequences. First, farms obtain a product with higher added value and become less dependent on the volatility of raw-material prices. For the first time, specialists at the Kurgan branch of the FGBU TsOK APK conducted a comprehensive analysis of industrial hemp seed samples from a batch weighing about 42 tonnes for export to Iran, Iraq, Afghanistan, and China. The findings confirmed that the products fully meet the strict requirements of foreign partners.
According to a study of the Russian industrial hemp market, the volume of export shipments in 2023 rose by 25.2% from the previous year, reaching just over 430 tonnes. The main importers of Russian hemp seeds were Poland (78.4%), Turkey (11.2%), Serbia (5.4%), and Belgium (4.9%).
Global trends and Russia's positioning
The global industrial hemp market is showing steady growth. According to Allied Market Research forecasts, the global industrial hemp market will reach 18.6 billion dollars by 2027. Over 2021–2026, an average annual growth rate of more than 16% is projected.

Modern Russian hemp cultivation is represented by various forms of enterprise. Industrial hemp is grown by agricultural organizations as well as peasant (farmer) holdings and individual entrepreneurs. This diversity ensures the industry's resilience and a variety of approaches to production and sales.
In Perm Krai in 2025, industrial hemp is grown by agricultural enterprises in the Okhansk and Kishert districts on an area of 1,021 hectares, using the domestic varieties Nadezhda and Rodnik. This shows how the industry is gradually spreading into new regions, adapting to local conditions.

Market infrastructure and sales prospects
As production grows, the task of building a predictable sales market becomes increasingly pressing. For now, demand for quality raw material exceeds supply, but competition is gradually intensifying. Many farms, especially those not bound by long-term contracts, are actively seeking sales channels.
Building a mature market with transparent pricing and long-term forward contracts is becoming a key task for the industry's sustainable development. This requires the creation of exchange mechanisms, the standardization of product quality, and the development of logistics infrastructure.
Diversification of the product line
The modern industrial hemp sector extends far beyond the traditional production of fiber and seeds. Hemp is used to make more than 300 types of products, including food products, building materials, biofuel, textiles, and raw material for the pharmaceutical industry.
In Russia, various processing avenues are developing actively. The Makosh plant in the Tula Region specializes in processing food-grade hemp seeds; the Yuzhnaya agricultural firm from the Kursk Region produces oil, press cake, meal, and hulled seeds; and Nizhny Novgorod Hemp Fibers processes the harvested hemp into hemp fiber, cottonized fiber, and hurds.

Modern Russian hemp cultivation is actively adopting advanced technologies. Digital solutions are in use: electronic field maps, satellite monitoring, precision-farming systems, and agroscouting. These tools make it possible to monitor crop condition in real time and to promptly adjust agronomic operations.
Special attention is given to breeding and seed production. The State Register of Varieties and Hybrids includes 36 hemp varieties and hybrids. The share of domestically bred seeds in Russian crop production overall reached 67.6% in 2024, and by 2030 this figure is expected to rise to 75%.
