The hemp varieties we work with
We work only with industrial hemp varieties approved for processing. These varieties are entered in the State Register of Selection Achievements Approved for Use, taking into account the regional zoning of hemp cultivation areas.
For reference: only hemp varieties containing no more than 0.1% tetrahydrocannabinol (THC) in the dry mass of the leaves and inflorescences of the plant's upper parts may be included in the State Register of Selection Achievements Approved for Use.
We are supplied only with legal, certified hemp raw material
We work with farmers: we purchase industrial hemp raw material from suppliers who provide documentation for the purchase of seed material and EAC declarations for the hemp seed kernel.
Production legality is confirmed by a package of documents at every stage
The package of documents includes:
- Registration of a peasant farm enterprise
- A certificate confirming that employees are free of drug addiction, substance abuse, and alcoholism
- A ruling from the State Drug Control Service regarding the quality of the hemp grain sown by suppliers
- The EAC declaration
Makosh products are legal in Russia
Our customers are protected against claims from regulatory authorities. After the raw material is processed at our facility, we obtain a test report, an EAC declaration of conformity, and a ruling from the Russian Federal Center of Forensic Science (RFCFS) under the Ministry of Justice of Russia confirming the absence of narcotic and psychotropic substances in our products.
The legal status of hemp in Russia
In 2016, 21 non-narcotic hemp varieties were included in the State Register of Selection Achievements of the Russian Federation. These varieties may be cultivated without a license by both legal entities and individual entrepreneurs (peasant farm enterprises).
The breeders of these selection achievements are: the Penza Agricultural Research Institute, the Krasnodar Agricultural Research Institute, and the Chuvash Agricultural Research Institute.

Legal status and cultivation rules in government documents
Federal Law No. 3-FZ of 08.01.1998. The legal basis for cultivating approved hemp varieties for industrial purposes within the Russian Federation is set out in Article 18 of Federal Law No. 3-FZ of 08.01.1998 "On Narcotic Drugs and Psychotropic Substances" (adopted by the State Duma of the Federal Assembly of the Russian Federation on 10.12.1997).
Excerpts from Article 18 "Cultivation of Narcotic-Containing Plants":
Clause 5. The cultivation of narcotic-containing plants for industrial purposes not associated with the production or manufacture of narcotic drugs and psychotropic substances (except for the case provided for in Clause 4 of this article) shall be carried out by legal entities, including state unitary enterprises and state institutions, as well as by individual entrepreneurs.
Clause 6. The varieties of narcotic-containing plants approved for cultivation for the purpose of producing narcotic drugs and psychotropic substances used for medical and/or veterinary purposes, as well as for cultivation for industrial purposes not associated with the production or manufacture of narcotic drugs and psychotropic substances, and the requirements for the varieties and cultivation conditions of these plants, are determined by the Government of the Russian Federation.
Resolution of the Government No. 996 of 25 August 2017 "On Approval of the Federal Scientific and Technical Program for the Development of Agriculture for 2017–2025" provides for the development of seed production and the cultivation of industrial crops, including ensuring a steady increase in the volume of industrial production and sale of high-quality sowing hemp.

Resolution of the Government No. 101 of 6 February 2020. Clauses 3 and 4 of this resolution "On Establishing the Varieties of Narcotic-Containing Plants Approved for Cultivation... as well as the Requirements for the Varieties and Conditions of Their Cultivation" establish the criteria for cultivation.

Clause 3. For cultivation for industrial purposes not associated with the production or manufacture of narcotic drugs and psychotropic substances, hemp with a THC mass fraction of no more than 0.1% in the dry mass of the leaves and inflorescences of the upper parts of a single plant is permitted.
Clause 4. For cultivation for industrial purposes not associated with the production or manufacture of narcotic drugs and psychotropic substances, it is not permitted to use for sowing the seeds of hemp varieties of the fourth and subsequent reproductions.
Clarification from the Ministry of Agriculture of the Russian Federation
The Ministry of Agriculture of the Russian Federation provided the following clarifications regarding the requirements for hemp cultivation by agricultural producers.
Excerpts from the commentary: "The ban was introduced in order to preserve the non-narcotic property of sowing hemp during reproduction over several generations. To date, breeders have developed 28 hemp varieties with minimal narcotic substance content, and these qualities enhance its ecological and economic potential. No requirements have been set for the professional training of specialists engaged in cultivating industrial hemp, and obtaining a license for this type of agricultural activity is not required. An agricultural producer engaged in hemp cultivation is obliged to notify the local law enforcement authorities by providing them with copies of the seed documentation. It should also be noted that seeds are best purchased from research institutes and specialized seed-growing enterprises with a complete package of documents."

This order established the activities of the technical committee for standardization "Bast Crops and the Products Made From Them," to which the following OKPD2 codes are assigned:
- 01.16.12 — fibers of jute, kenaf, and other textile bast fibers, raw or retted, except flax, true hemp, and ramie;
- 01.16.19 — flax, true hemp, and raw plant textile fibers not elsewhere classified;
- 13.10.26 — jute and other textile fibers (except flax, true hemp, and ramie), prepared for spinning;
- 13.10.29 — other plant textile fibers, prepared for spinning.
